หม่อมหลวงชูชาติ กำภู

เป็นผู้ริเริ่มก่อสร้างมหาวิทยาลัยเกษตรศาสตร์ วิทยาเขตกำแพงแสน

หม่อมหลวงชูชาติ กำภู เกิดเมื่อวันที่ 4 มกราคม 2448 ที่ตำบลประตูสามยอด อำเภอพระนคร จังหวัดพระนคร เป็นบุตรคนโตของพลตรีพระยาสุรเสนา (ม.ร.ว. ชิต กำภู) และคุณหญิงผอบ สุรเสนา ได้รับพระราชทานนามจากสมเด็จพระศรีพัชรินทราบรมราชินีนาถ มีน้องชาย หญิงร่วมบิดามารดาอีก 12 คน

หม่อมหลวงชูชาติ กำภู ได้สมรสกับคุณหญิงโฉมศรี กำภู ณ อยุธยา ธิดามหาอำมาตย์เอก เจ้าพระยาพลเทพ (เฉลิม โกมารกุล ณ นคร) และคุณหญิงสว่างพลเทพ หม่อมหลวงชูชาติ กำภู มีบุตรธิดา 2 คน คือ นายคาวี กำภู ณ อยุธยา และนางสาวสุธาทิพย์ กำภู ณ อยุธยา

เครื่องราชอิสริยาภรณ์ ที่ได้รับคือ เหรียญรัตนาภรณ์ ภ.ป.ร. ชั้นที่ 3 (พ.ศ. 2498) มหาปรมาภรณ์ช้างเผือก (พ.ศ. 2500) ทุติยจุลจอมเกล้าวิเศษ (พ.ศ. 2505) เหรียญดุษฎีมาลา เข็มศิลปวิทยา (พ.ศ. 2507) สายสะพายจากประเทศออสเตรีย (The Silver Grand Cross with Sash for Merit to the Republic of Austria) (พ.ศ. 2509)

M.L. Chuchart Kamphu was born on January 4th, B.E. 2448(1905) at Sam Yawd Sub-district, Phranakhon District, Phra Nakhon Province(currently Bangkok). He was the eldest son of Major General, Praya Sura-sena (Mom Rajawong Chit Kumphu) and Khunying Pa-ob Sura-sena. His name was graciously given by Queen Sri Patcharin. He had 12 brothers and sisters.

He was married to Khunying Chomsri Kamphu Na Ayutthaya, daughter of 1st Class King’s Minister, Chao Phraya Polatape (Chalerm Komarakul Na Nakorn) and Khunying Sawang Polatape. He had two children: Mr. Kavee Kamphu Na Ayutthaya and Ms. Suthatip Kanphu Na Ayutthaya.

The royal Thai decorations which he received, were Rattanabhorn Medal, the 3rd Class (1955), Maha Paramabhorn Chang Phueak, Order of the White Elephant (1957), Dutiya Chulachomklao Wiset, Order of the Chulachomklao (1962), Dushdi Mala Medal for Distinguished Services in Arts and Sciences (Silpa Vidhya) (1964) and the Silver Grand Cross with Sash for Merit to the Republic of Austria (1966)

การศึกษา

พ.ศ. 2457 เริ่มการศึกษาในโรงเรียนมัธยมวัดเทพศิรินทร์
พ.ศ. 2466 สอบชิงทุนได้รับทุนเล่าเรียนหลวงให้ไปศึกษาต่อ ณ ประเทศอังกฤษ ได้เข้าศึกษาที่ St. Peter's School, York, England
พ.ศ. 2468 เข้าศึกษาในมหาวิทยาลัยที่ City and Guild's Engineering College, London University สำเร็จการศึกษาขั้นปริญญาโททางวิศวกรรมโยธา ประกาศนียบัตรและปริญญาบัตรที่ได้รับจากมหาวิทยาลัยนี้คือ A.C.G.I., B.Sc. ทางวิศวกรรมโยธา D.I.C. (Advanced Diploma of Imperial College) และปริญญาโท M. Sc. ทางคอนกรีตและไฮโดรลิกส์
พ.ศ. 2472 ได้เข้าฝึกงานในด้านวิศวกรรมโยธา ในกรมโยธาธิการของอังกฤษ
พ.ศ. 2473 เข้ารับราชการในกรมชลประทาน
พ.ศ. 2473 เข้ารับราชการในกรมชลประทาน เมื่อวันที่ 18 สิงหาคม 2473
พ.ศ. 2492 ได้รับพระราชโองการโปรดเกล้าแต่งตั้งให้ดำรงตำแหน่งอธิบดีกรมชลประทาน เมื่อวันที่ 21 มกราคม 2492
พ.ศ. 2485 ได้รับแต่งตั้งให้เป็นราชบัณฑิตในวิชาวิทยาศาสตร์ประยุกต์ เมื่อวันที่ 6 ตุลาคม 2485
พ.ศ. 2499 ได้รับพระมหากรุณาธิคุณโปรดเกล้าฯ แต่งตั้งให้เป็นรัฐมนตรี 2 สมัย เมื่อวันที่ 18 สิงหาคม 2499
พ.ศ. 2501 เป็นที่ปรึกษาของธนาคารโลก รองประธานองค์การ International Commission on Irrigation and Drainage วันที่ 9 กันยายน 2501
พ.ศ. 2510 เป็นอธิการบดีมหาวิทยาลัยเกษตรศาสตร์ (วันที่ 2 สิงหาคม 2508 ถึงวันที่ 31 ตุลาคม 2510)

Education

B.E. 2457 (1914) began studying at Wat Debsirin High School.
B.E. 2466 (1923) won the King’s Scholarship to study at St. Peter's School, York, England.
B.E. 2468 (1925) furthered the study at City and Guild's Engineering College, London University and graduated with A.C.G.I., B.Sc.(Civil Engineering), D.I.C. (Advanced Diploma of Imperial College) and M.Sc.(Civil Engineering in Concrete and Hydraulics).
B.E. 2472 (1929) had an apprenticeship in civil engineering in the Department of Public Works of England.
B.E. 2473 (1930) entered the Royal Irrigation Department on August 18^th, 1930.
B.E. 2485 (1942) was royally appointed as a Royal Scholar of Applied Sciences on October 6, 1942.
B.E. 2492 (1949) was royally appointed as Director-General of the Royal Irrigation Department on January 21, 1949.
B.E. 2499 (1956) was royally appointed as a Minister for 2 terms on August 18^th, 1956.
B.E. 2501 (1958) was a consultant of the World Bank and Vice president of the International Commission on Irrigation and Drainage, September 9^th, 1958.
B.E. 2510 (1967) was the KU President (from August 2^nd, 1965 to October 31^st, 1967)

ผลงานที่ประจักษ์ทั่วไปทั้งในทางราชการและสังคม ทั้งภายในประเทศ และต่างประเทศ นับได้ว่าเป็นอัจฉริยบุรุษและปรมาจารย์

หม่อมหลวงชูชาติ กำภู เริ่มรับราชการเป็นนายช่างผู้ช่วยประจำกองที่ปรึกษากรมชลประทาน ชั้นผู้ช่วยเซ็กชั่นแนลเอนยิเนียร์ เมื่อวันที่ 18 สิงหาคม 2473 ได้รับแต่งตั้งให้ดำรงตำแหน่งสูงขึ้นตามลำดับ รวมทั้งทรงพระกรุณาโปรดเกล้าฯ แต่งตั้งเป็นรัฐมนตรีและรัฐมนตรีช่วยว่าการ ดังต่อไปนี้

พ.ศ. 2474 ได้รับพระราชทานยศเป็นรองอำมาตย์เอก
พ.ศ. 2475 ดำรงตำแหน่งนายช่างอำนวยการแบบแผนชั้นเซ็กชั่นแนลเอoยิเนียร์
พ.ศ. 2477 ดำรงตำแหน่งนายช่างชลประทานภาคนครนายก
พ.ศ. 2480 เป็นข้าราชการพลเรือนสามัญชั้นเอกและดำรงตำแหน่งนายช่างอำนวยการแบบแผน
พ.ศ. 2490 ทรงพระกรุณาโปรดเกล้าฯ แต่งตั้งให้เป็นข้าราชการพลเรือนสามัญชั้นพิเศษและดำรงตำแหน่งนายช่างใหญ่กรมชลประทาน
พ.ศ. 2491 ทำหน้าที่รักษาการในตำแหน่งอธิบดีกรมชลประทานอีกตำแหน่งหนึ่ง
พ.ศ. 2492 ทรงพระกรุณาโปรดเกล้าฯ แต่งตั้งให้ดำรงตำแหน่งอธิบดีกรมชลประทาน
พ.ศ. 2498 ได้รับเงินเดือนชั้นพิเศษ อันดับ 3 ขั้น 1,400 บาท ซึ่งเป็นอัตราเงินเดือนขั้นปลัดกระทรวงเป็นกรณีพิเศษสำหรับอธิบดี
พ.ศ. 2499 ทรงพระกรุณาโปรดเกล้าฯ แต่งตั้งเป็นรัฐมนตรี (วันที่ 18 สิงหาคม 2499 ถึงวันที่ 25กุมภาพันธ์ 2500) และยังคงเป็นอธิบดีกรมชลประทาน
พ.ศ. 2507 ทรงพระกรุณาโปรดเกล้าฯ แต่งตั้งให้เป็นรัฐมนตรีช่วยว่าการกระทรวงพัฒนาการแห่งชาติ (วันที่ 9 กันยายน 2507 จนสิ้นสมัยเมื่อวันที่ 11 มีนาคม 2512) และยังคงเป็นอธิบดีกรมชลประทาน
พ.ศ. 2508 ทรงพระกรุณาโปรดเกล้าฯ แต่งตั้งให้ดำรงตำแหน่งอธิการบดีมหาวิทยาลัย เกษตรศาสตร์ (วันที่ 2 สิงหาคม 2508 ถึงวันที่ 1 พฤศจิกายน 2510) อีกตำแหน่งหนึ่ง
พ.ศ. 2509 พ้นจากตำแหน่งอธิบดีกรมชลประทาน เหตุสูงอายุ ยังดำรงตำแหน่งรัฐมนตรีช่วยว่าการกระทรวงพัฒนาการแห่งชาติอยู่ต่อไปจนสิ้นสมัย
พ.ศ. 2512 ทรงพระกรุณาโปรดเกล้าฯ ให้เป็นรัฐมนตรีช่วยว่าการกระทรวงพัฒนาการแห่งชาติอีก เมื่อวันที่ 11 มีนาคม 2512 และยังดำรงตำแหน่งรัฐมนตรีช่วยว่าการอยู่จนถึงแก่อนิจกรรม เมื่อวันที่ 13 เมษายน 2512

M.L. Chuchart Kamphu began his career as an assistant (sectional) engineer at Consultation Division,the Royal Irrigation Department on August 18th, 1930. He earned higher positions respectively and was royally and graciously appointed as Minister and Deputy Minister as follows:

B.E. 2474 (1931) was royally granted the rank of Assistant to the 1st Class King’s Minister.
B.E. 2474 (1931) was a chief (sectional) engineer.
B.E. 2475 (1932) was a chief irrigation engineer for Nakhon Nayok region.
B.E. 2480 (1937) was a 1st class civil servant and a chief irrigation engineer.
B.E. 2490 (1947) was royally granted the rank of an extra class civil servant and a irrigation engineer of the Royal Irrigation Department.
B.E. 2491 (1948) was also acting the Director-General of the Royal Irrigation Department.
B.E. 2492 (1949) was royally appointed as the Director-General of the Royal Irrigation Department.
B.E. 2498 (1955) received an extra salary of the 3rd extra class civil servant at 1,400 baht equivalent to that of ministry’s permanent secretary.
B.E. 2499 (1956) was royally appointed as a Minister(from August 18th ,1956 to February 25th, 1957) while continuing the Director-General of the Royal Irrigation Department.
B.E. 2507 (1964) was royally appointed again as the Minister for National Development(from September 9th,1964 to March 11th, 1969) while continuing the Director-General of the Royal Irrigation Department.
B.E. 2508 (1965) was also royally appointed as another post of the KU President (from August 2nd, 1965 to November 1st, 1967) He retired from the position.
B.E. 2509 (1966) retired from the Director-General of the Royal Irrigation Department; nevertheless, continued the Minister for National Development.
B.E. 2512 (1969) was royally appointed again as the Minister for National Development on March 12th, 1969 until his decease on April 13th, 1969.
